"content": " Hon. Temporary Chairlady, our Constitution states that for anything done by the Executive to be legal and constitutional, it has to be written. The President can make anything legal by way of writing. If you place the seal in the same hand of the presidency, it will mean that the President can decide something and put it in writing. Because he has the public seal, it becomes law as per the Constitution. The Constitution has separated these risks deliberately. That is why for one to legalize written information from the Executive, one has to run to the Office of the Attorney-General.
