"content": " I am seconding and giving reasons why I am doing so. It is important that we discuss issues in this House. What has happened now is what is important. Members who have been whipped to come in have a chance now to understand and contribute. It does not matter which way they will vote. When Bills are passed here, it is important for Members to be present. This will ensure that even when we are questioned by the members of the public, we know what to say. People ask us whether we were in the House when the Bill was passed. They also ask whether we followed the proceedings. Some of the Members have even said that they did not read the Bill. That is why I second the recommittal, so that we have a chance to debate it. Hon. Temporary Speaker, I second."
