    "content": " Thank you for withdrawing. Hon. Members, allow me to give directions on the issue raised by Hon. Kimani Ichung'wah. The matter raised concerns about decorum within the House and how we should conduct ourselves while in the House during debate, whether in the Plenary or Committee of the whole House. The Speaker finds himself in a difficult position because he was not in the House when this issue was raised. Therefore, the presiding Speaker has not been fully informed. This matter was also not part of the report from the Committee of the whole House. Members will agree that the report was restricted to the consideration of the Bill on the Floor. Regrettably, I cannot make a firm decision regarding the Member accused of having conducted themselves in the said manner. I cannot demand that they withdraw or apologise for their actions. I want to leave it at that. Also, I confirm that everything that happens in the House is recorded. If the said incident was not captured in the Hansard, other processes can be used to inquire and establish the truth. If there were any instances of misconduct or unparliamentary behaviour in the Committee of the whole House, as indicated by the Leader of the Majority Party, then those approaches can be taken.
