    "content": "Mr. Speaker, Sir, when you allow some of these points of information and orders, somebody must table a proof. Looking at Sen. Faki, he does not look like somebody who can give out fare. In fact, I do not think so. However, I agree with him that if people are “eating fare” in this town, the courts should take it seriously. Therefore, we must agree on enforcement and ownership. Many young people do win, but they are not being paid. On the issue of licensing, I agree largely. The Senate Majority Leader should note that we need to do a Government’s approach of a one-stop shop where you can access licenses. Nowadays, when you visit a kiosk somewhere in Kirinyaga Road or Mukuru kwa Njenga, you will find the wall is mosaic because of the number of licences. While I agree with the principle, I do not know what we need to do, especially when issuing licenses to make it efficient so that the people, who issue licences, like the national Government or county governments, do not take advantage. Nowadays, there is a license for public health, the National Environmental Management Authority (NEMA) and a gambling. How do we make it a one-stop shop, so that it becomes easy to access some of these licenses? Of course, we do not want to open an avenue, as per Clause 65 and 66, where some enforcement officers will take advantage.
