(Dr.) Khalwale on who can address the Senate and who cannot, you will need to protect this House and its committees. The other thing is that when the Governor for Nairobi City County decided to not appear before the Committee on Roads and Transportation, he sent an acting officer to write to the committee, informing them that he could not attend the meeting.
