    "content": "Thank you, Mr. Deputy Speaker, Sir. I support the Motion by my senior, the Senator for Narok, Sen. Olekina. Pending bills is a very thorny issue in this country. If you look at the copies of the Local Purchase Orders (LPOs) and Local Supply Orders (LSOs) that are given to suppliers or contractors, behind them the regulations are provided that you will not grant work if you do not have that money in your budget. Therefore, with those regulations in place, it was intended that works are given when funds are available. It then bothers all of us why we continue piling pending bills. Recently, we saw an exchange between a service provider of Nairobi City County and the Governor of Nairobi County. It was purported that there was a request for some down payment of some bill. This could be the reason why we have pending bills in counties. Some are not paid because people who have done such work are not ready to part with some money.
