    "content": "Mr. Deputy Speaker, Sir, I concur with the Sen. Tabitha Mutinda that the Cabinet Secretary is not giving this House sufficient information regarding this question. We know that library services are devolved. Though devolved, library services are one of the functions which have not been fully transferred to the counties. The only attempt that was done was to release over Kshs400 million as conditional grants, but it is largely not transferred.
