    "content": "Mr. Speaker, Sir, I also rise pursuant to Standing Order No.53 (1) to seek a Statement from the Standing Committee on Land, Environment and Natural Resources regarding the legitimacy of the Kisumu County Draft Valuation Roll 2017. In the statement, the committee should- (1) Explain the criteria used by the County Government of Kisumu in preparing the Draft Valuation Roll 2017, explaining the rationale for the tenfold increase in proposed land rates in Kisumu County.
