    "content": "Mr. Chairman, Sir, I beg to move that: THAT Clause 23 of the Bill be amended by deleting the word “nominate” appearing immediately after the words “receipt of the petition,” and substituting therefor the word “appoint”. This amendment is to use the appropriate words in the context. It is to provide for the role of the President in the appointment of the commission. The role of the President is to appoint and not to nominate. The President appoints the commissioners and does not nominate them. I urge the Members to support this amendment."
