    "content": "Mr. Chairman, Sir, I agree with this amendment. In this Bill, we are trying to establish Kenya Sugar Research Institute. Universities are a hub of our research although they have been a challenge since they do not have proper funding. However, with Kenya Sugar Levy Fund that will be levied, it will allow extensive research in the type of breed that we will plant across western and rift valley part of this country. Secondly, as the Chairperson for Agriculture, Livestock and Fisheries has said, agriculture is devolved. Finally, on the person nominated to be on the board, the CoG should nominate somebody with a background and understanding of the sugar sector. That is how sugar industry operates from the way it is planted, harvested, milled, and also the marketing of sugar.
