I am happy that the Chairperson of the Committee on Agriculture, Livestock and Fisheries is listening to me, even if the Chairperson of the Committee of the Whole is not listening to me. The thing about growers and zoning is that zoning is meant for voting, that is, electing board members. The decision as to where a grower will deliver their cane is a deal between the grower and the sugar factory. There is no one being forced or told that since they are growing their sugar in Kericho, they must sell it in Kericho. If farmers in Kericho thinks that they will make more money selling their cane in Kwale County, they could sign a deal with a factory in Kwale and sell their cane there. Nobody is being forced to sell their cane within the zone. The zoning thing was purely for purposes of voting and election of board members. I thank you."
