"content": "I want to agree with Hon. Members that it is important we ensure that the NLC is enabled to do the work it did not complete. At the same time, we must go back to the legislative history and find out why there was a limitation. I was involved in the making of the Constitution of this country. I can tell you if you look at the Schedule, virtually for every law we provided a timeline. I sat in the select committee that was developing that law and the insistence was that we know land is a very emotive issue, especially, the issue of historical land injustices that created conflict. We have seen women, old men, children and communities being displaced because of emotive land issues. That is why the thorny land injustice issues especially in the coastal region cannot be left open forever. If we give the NLC the opportunity to let this matter go on and on without a timeframe, then it will become another cash cow."
