    "content": "Mr. Speaker, Sir, my Ministry has upgraded 12 institutions to constituent university colleges and another three to universities campuses. This would increase access to university education for our graduates from both technical institutions and secondary schools. In addition, and in order to further promote technical training, my Ministry has identified 11 technical institutions to be equipped as centres of excellence in various fields. These institutions will be equipped with modern equipment for quality training. To replace some of the upgraded technical institutions, my Ministry has planned to build 13 new technical schools. These new institutions will be funded both by the Government of Kenya and the African Development Bank for the next five years. In our efforts to maintain high standards of education, we have established the Directorate of Quality Assurance and Standards. This will ensure quality technical education is maintained."
