    "content": "Mr. Speaker, Sir, as we speak today, there are so many unemployed Kenyans and, in particular, very skilled Kenyans. We are talking about engineers and expert teachers. It is not enough for the Ministry of Higher Education, Science and Technology to just produce graduates. It should ensure that they get employment. The Ministry should also consider exporting part of that labour to other countries. That will create more employment. The rate of unemployment in our country will reduce."
