    "content": "Mr. Temporary Deputy Speaker, Sir, my second issue with the Ministry is on the Higher Education Loans Board (HELB). HELB is a Government institution that is there to cushion you. Most of us went through universities, courtesy of loans that were given to us by this institution, but we have reached a stage where this country is moving towards devolution of resources. We want these loans to be decentralised. We want these loans to be given out on constituency basis, so that as the Member of Parliament (MP) for Dujis Constituency, I can know how many students from my constituency studying in local universities have accessed this facility."
