    "content": "The second reason we are proposing this is to provide a mechanism that activates the appointment of a selection panel in light of the already existing vacancies in the commission. It is true that there is a selection panel and the commission has vacancies, but we did not have a way of nominating bodies under the Act, being required to submit names of their nominees within given periods of time. This is why we have given them 14 days to do it because it has to be competitive. There may be need for advertisements. We have also given the President seven days within which he should make the appointment."
