At the district level, many times, the District Education Officer (DEO) tries to bog down the quality assurance yet it is a key department. I want the Ministry to look at the level of independence to be given to the Quality Assurance Department so that they can go to the field and do the work that they are supposed to do without being hindered by the administrators in the name of the DEOs."
