    "content": "All the reasons cited in defence of the Cabinet Secretary should be adduced to that Select Committee. If you believe the Minister is without culpability, support the Motion so that we can have that Committee decide that the Minister is not guilty. What we are dealing with is more than criminal responsibility. We are accusing the Minister of what we call ‘culpable maladministration’. Someone has to take political responsibility. If we do not go as high as the President, we must go as high as the Minister. We speak for the miraa farmers of Meru, the coffee farmers in Central region, and the tea and maize farmers in the Rift Valley region. Those are the areas that feed this whole country. If the National Assembly cannot speak for them, who will? The President could have saved us this and sacked the Minister, but because he has not, we must stand up to be counted. Thank you, Hon.
