    "content": "Thank you, Mr. Deputy, Speaker, Sir, for giving me an opportunity to contribute to this important matter. We have pending bills for the national and county governments. It is a serious matter in the county governments. As you have seen from the Motion, Nairobi City County has accumulated the largest share of Kshs107,037,053,000, followed by Kiambu at almost Kshs6 billion and Mombasa at almost Kshs4 billion.When you have so many pending bills in the nation, especially in the counties, it means you are holding business people at ransom. It means that business people are unable to work. They could be at home with their businesses most probably closed down."
