"content": " Hon. Temporary Chairlady, we are legislating for this law to be obeyed. If we have to create uniform licensing procedures in the entire country, the county assemblies have no option. It is not their discretion to make laws. The county assembly laws are subordinate to the statute laws by this House and they, therefore, have no option. If the word ‘may’ is retained it will give them a leeway to choose whether they want to legislate or not. If the Constitution commands this House to do something, we do not have an option. The county assemblies must and shall legislate within the specified period."
