"content": "Mr. Speaker, Sir, to date, we continue to operate our healthcare system with staffing norms below those recommended by the World Health Organisation (WHO). For example, there are 17 doctors and 210 nurses for a population of 100,000. In order that my Ministry delivers health services effectively, we require an additional 20,000 nurses, 2,500 doctors, 3,800 clinical officers, 2,400 medical laboratory technologists, 2,500 medical records officers, 1,200 plastic technicians and 300 radiographers."
