    "content": "Madam Temporary Deputy Speaker, we have the Kenya Medical Supplies Agency (KEMSA). We are now in the age of decentralizing issues. It is important that we devolve the KEMSA, so that medicine is availed at the grassroot in good time. If we start the distribution of medicine from Nairobi, even after providing a lot of money, certainly a lot of time would have been lost by the time the medicines get to the other places. That can be taken care of, if we devolve the activities of the KEMSA like we are doing in other sectors."
