What proportion of this fund will be utilized towards equipment, personnel and so on? If the funds are only utilized for building, for instance, then within the financial year we shall have the structure put up and then the whole thing will hang up. The Ministry will come up with a white elephant project within the financial year. Is that an effective utilization of public resources at a time when we are talking about moving ahead to provide services to the people? We need to come up with programmes and projects which are complete by the time we finish utillisation of resources such that there is no waste of resources through incomplete and half complete projects, which is a common practice in this country."
