    "content": "In the recent past, we have experienced disasters that we have not been able to manage very well. Funds were allocated to them but they have not been properly managed. They have become cash cows for some individuals; they have taken disasters as an avenue to misappropriate funds. This Bill has ample provisions that criminalise misappropriation of funds that have been set apart for management of disasters in our respective constituencies, wards and counties."
