Deputy Speaker, of critical importance is Article 6 of our Constitution which says that the county and national governments shall consult and cooperate in the delivery of services to the citizenry. This particular Bill sets provisions for coordination between the national government and county governments in the management of disasters. In the Committee of the whole House, we will be making some proposals to amend several provisions regarding the composition of these county committees and the national committee that will deal with issues relating to disasters and risks to include other provisions that would make this Act fulfil its objectives."
