    "content": " Thank you, Hon. Temporary Speaker. I rise to support the Committee findings. I specifically want to narrow down to the Alcoholic Drinks Control Fund for the Financial Year 2017/2018. It is quite unfortunate that my county is one of the most affected by the sale of prohibited alcohol. We must ensure that this Fund invests in the rehabilitation of persons who are affected by alcohol. It goes without saying that health is now a devolved function, but the county governments are unable to shoulder the issue of rehabilitation."
