    "content": " Thank you, Hon. Temporary Speaker. I also wish to support this Report, but I have some concerns. When you look at the Slum Upgrading Programme, we have put in a lot of resources. We have been trying to change the face of Kenya by upgrading houses, but it is difficult to show the change we are bringing. It is very difficult to understand the lessons we are drawing from the slum upgrade. Now, we have moved to affordable housing when we have issues of slum upgrading, and we cannot tell clearly what changes we have brought to this country. As we move forward, I am of the opinion that we do not become a House that is a conveyor belt that mints reports, but does not deliver meaningful change to citizens. Although I support this particular Report, we need to be more critical in looking at where our money goes. That is why Kenyans have developed very cold feet when it comes to affordable housing. We give very nice names to what change we are going to see in this country but, the end result is just a report of the Auditor-General that say much about the figures. The change we desire on the ground cannot be seen. I support this particular Report, but I believe that this House should critically look at those reports. When we get reports many years after, you even wonder what we are auditing. If years pass, you get a report that looks more like a historical issue than an intention to change this country. This is an area where we need to change. With that little contribution, I support. Thank you."
