    "content": "Therefore, even as I support the Bill, I urge that we have more specialised personnel appointed to the proposed Authority. Let us not make the mistake of having political appointees because disaster management is a serious matter. People have died, others have suffered economically and populations have been displaced. We have spent a lot of money we cannot account for, and very many wrong things have happened. If this Bill is implemented with the amendments that we will bring, I am sure that disaster risk management in this country will be properly undertaken."
