For example, you see a Senate Committee on Education summoning a university and yet, counties deal with Early Childhood Development Education (ECDE). You wonder whether that is an action in futility. Another example is a Senate Committee on Health summoning national referral hospitals and yet, we have county referral hospitals which are about 47 and there is a lot of work to be done there. This Bill will help us find a way to relate with departments and our role as Parliament."
