    "content": "Mr. Temporary Deputy Speaker, Sir, I want to thank the Assistant Minister for appreciating that this is an important project which needs to be expanded. As you can realize, Sultan Hamud police cells were constructed during the colonial time and were meant to hold a maximum of 13 inmates. On a normal day, the cells are now holding two or three times that capacity. At times, we have lost inmates as a result of congestion and being put in inhuman conditions."
