Oundo, my friend, that when the Leader of the Majority Party moved this Bill, he, in extenso, relied on the Report to say how the Bill will be amended clause by clause. That is the process of legislation. The Bill is committed to a committee so that it can look at its constitutionality and how else it can be aligned to policy and any other statute, as it may be necessary."
