    "content": "As the Budget and Appropriations Committee, we added Ksh4 billion to a conditional grant to buy equipment for our Level 1, Level 2 and Level 3 health facilities to improve their infrastructure. As the House is aware, the National Treasury suggested that our counties get some money from the Roads Maintenance Levy Fund (RMLF), which this House declined. In anticipation of that, and in support of devolution, we added Ksh4 billion that will go into the health sector to improve infrastructure and equipment in our primary healthcare facilities."
