    "content": "I also want to talk about Paragraph 17(v). One of the main mandates of the CRA is to give recommendations on the basis for equitable sharing. However, over the years, the Division of Revenue Bill has not concurred with the recommendations of the CRA, yet this is a constitutional institution mandated with that responsibility. As a Committee, we also felt that there is need for the National Treasury to agree with the CRA before they submit the Division of Revenue Bill to us. I believe that by the time the CRA is recommending the figures for sharing, a lot of research has gone into it, they have considered the costing of functions, and all other factors. They should concur so that we avoid going into mediation, as has been the tradition since the establishment of this institution."
