    "content": "(1) The Board may enter into an agreement with a private private institutions and institution – persons. (a) to develop and construct affordable housing units and associated social and physical infrastructure; and (b) for the supply of goods and materials in connection with the construction of affordable housing units. (2) The Board shall, before entering into an agreement under subsection (1), publish in at least two newspapers of nationwide circulation and on electronic media, a notice of intention to enter into an agreement and invitation of tenders from the public in the prescribed form. (3) The Cabinet Secretary may, in consultation with the Board, prescribe guidelines for the publication of a notice under subsection (2) and invitations to tender."
