    "content": "THAT clause 48 of the Bill be amended by inserting the following new sub-clause immediately after sub-clause (3) – (4) Any ongoing project or programme on affordable housing implemented pursuant to a commitment or obligation under subsection (3) shall be deemed to be a project or programme commenced under this Act."
