    "content": "Allow me to just give one example before I sit down. When we raised the question of how affordable housing relates to counties in this House, nobody wanted to hear that. At least in the Senate, they endeavoured to introduce Clause 31(a) that establishes the County Affordable Housing Committee. They then prescribed who should be in the Committee. This begs two questions. First, if we agree that affordable housing is a mandate for the county governments, why are we prescribing and legislating for the county governments on how to execute their mandate? It means we are reprobating from the Constitution."
