    "content": "Mr. Temporary Deputy Speaker, Sir, the Joint Loans Boards are spread in over 49 districts. We have been unable to expand due to meager funding to this sector. We appreciate the fact that initially, this programme was not constituency-based but district-based. Because of the expansive and fast growing nature of our districts, which are now constituencies, we have not developed as fast as that growth, but we endeavour to do that because that is our mandate. The only handicap is the limited funding we receive from the Treasury. We only receive a minimal amount of money as opposed to what we propose."
