    "content": "that any passenger seated towards the end of the vehicle even if he was belted, complied with the rules or the vehicle was moving at less than 80 kilometres per hour, the collapse of the roof would have killed him or her instantly because this country lacks what we call roll-over standards. This means that when a vehicle rolls, the passengers are protected from the caving in of the roof and therefore have a higher chance of survival. I would like him to address what we are doing with regard to such standards. Mr. Temporary Deputy Speaker, Sir, I would also like to bring to his attention that even though we tend to think that we have Passenger Service Vehicle (PSV) drivers in this country that are professional, there does not exist a single PSV facility in Kenya for testing of either the trainers or the drivers by the Kenya Government. None exists and I stand to be corrected. To that extent, the drivers on the road with PSV licences have been tested on pick-ups or tracks and have graduated to carrying human beings by driving a couple of metres at the bus park."
