While I wish to associate myself fully with the comments and remarks of my colleagues and also confirm that I am not a lawyer, the Minister started by saying that he had already released the report publicly before the order came. I am sure there is such a thing as an order having been overtaken by events. There is such a thing as the order, therefore, being superfluous. To that extent, I see no problem with the Minister proceeding to lay the report on the Table so that we can discuss it since it is already public."
