    "content": "Hon. Cabinet Secretary, thank you for coming back to the Senate and for the good job you are doing. We are proud of how you are managing the docket. You are very aware and conversant with the issues that are being raised across the 47 counties. My two questions are, I am still not clear on how many sub-counties the Ministry has so far gazetted and when they are going to be operationalized. I think it is important that you come out very clear on that issue because of the impact that a gazettement has on any upcoming elections in 2027.
