    "content": "Mr. Temporary Deputy Speaker, Sir, as for the parastatals which do not have substantive CEOs, it is a reflection on the Government which must pull up its socks and make substantive appointments with immediate effect. Otherwise we shall just continue losing money day in, day out. A case in point is the National Social Security Fund (NSSF) where investments were made to the tune of Kshs1.4 billion and that has now been lost due to such inefficiencies. There are others which the report mentions very adversely."
