    "content": "Mr. Temporary Deputy Speaker, Sir, let me talk about the case of Moi University; making a variation to a contract of 600 per cent. That is a case for the police. This is a matter that should not be taken lightly. We know that the Public Procurement and Disposal Act allows for 15 per cent variation. So, 600 per cent is just madness. I hope that the Implementation Committee will recommend that these officers be apprehended because this is outright theft."
