    "content": "Thank you, Mr. Speaker, Sir. First, I would like to thank Sen. Ledama Olekina for bringing this Motion to the House. This is a matter that this House has been seized of ever since it was established. During the first years of devolution, we did not have a pending bills problem. However, five years after devolution, we started seeing debts owed by county governments to various service providers piling up. I wish that this Motion could be amended. Therefore, I would wish to move that the Motion by Sen. Ledama Olekina on the Status of Pending Bills in Counties be amended as follows- The Motion be amended in paragraph two as follows- (i) by deleting all the words immediately after the word “county governments” and inserting the following words in place thereof, “prepare and submit to the Controller of Budget a payment plan prioritizing payment of pending bills as a first charge on the county revenue fund, failure to which the subsequent quarter budget releases will not be done.” (ii) by inserting a new sub-paragraph immediately after sub-paragraph one as follows, “the Controller of Budget takes into consideration the efforts made by a The electronic version of the Senate Hansard Report is for information purposesonly.
