    "content": "Mr. Temporary Deputy Speaker, Sir, allow me to give an introductory background to the National Youth Council Bill, 2009. In the past, there have been no co- ordinated and harmonized efforts to mainstream youth development agenda in this country. But despite the efforts as well as an increase in the number of agencies dealing with the youth, problems affecting young people have continued to worsen. This situation has been attributed to the lack of a comprehensive policy to provide a blueprint for the youth."
