    "content": "Clause 23 empowers the council to establish branches in Kenya as it may deem fit, while Clause 24 empowers the Minister to make regulations for the better carrying out of the provisions of the Act. The first step will contain provisions on the conduct of business and affairs of the council. Mr. Temporary Deputy Speaker, Sir, with regard to implications on the enactment of the National Youth Council Bill (2009); enactment of this Bill shall occasion additional expenditure for public funds to be provided for in the estimates. Improved youth participation in the decision-making process, national youth leadership structures shall be strengthened. There will be Proper co-ordination and regulation of youth organizations."
