We created a board in this particular Bill because we need to bring some sanity. We know that if we leave it to people to decide what they want to do, there will be abuse. The question that has been asked makes a lot of sense; how will peasant farmers access the board? I want to put it this way. It is the regulations that will operationalize how they will access the board without even necessarily having to capture it in the document."
