    "content": "(a) My Ministry entered into a purchase agreement with Mr. Kirui Chemait, who was the father of Richard Kirui, in 1981. Regrettably, Mr. Chemait passed on before the process was finalized. Since then, the Ministry has been in correspondence with Mr. Richard Kirui with a view to resolving the matter. In view of the above, I have instructed the legal advisor to my Ministry to get in touch with Mr. Kirui in order to finalise this long outstanding matter."
