    "content": "In her entire response, she has given mitigating factors for how this problem can be resolved. Before I ask my supplementary question, for the purpose of the HANSARD, and given that this question was asked by a colleague who is not here, I am getting a response that says that the libraries are devolved and the Ministry has no plan to remit.
