    "content": "Thank you, Mr. Deputy Speaker, Sir. There are some light moments this afternoon. So, I want to comment on the road carnages. If you go to a country like Tanzania, our neighbour, people are more disciplined. If the speed limit is 50 kilometers per hour, you will see people observing the set speed limit. If you must stop at the Zebra crossing, people stop. So, I do not know what is happening with our culture. When hon. Michuki was the Cabinet Secretary then and came up with a raft of measures which we all obeyed, speed governors and safety belts were installed in vehicles. These are things the Cabinet Secretary for Transport needs to go back and ensure that we go back to those good old days of hon. Michuki because accidents dropped drastically then.
