    "content": " Hon. Temporary Speaker, I rise to agree with the Budget and Appropriations Committee. It is important that as we make decisions, we are aware that someone once told us that all choices have consequences. If we were to agree with the Senate this afternoon, what the Chairman of the Committee on Budget and Appropriations is telling us is that in budget-making, when you give something, something must give in. You know the problems we have had with many of our governors with the Fuel Levy for road maintenance. You know the spirited effort they have put in asking for Ksh10 billion. Out of the funds that you are receiving in your constituencies for road maintenance, if we are to agree with the Senate amendments, the Budget and Appropriations Committee will have nothing else to give other than to give in. You sacrifice your KeRRA roads maintenance funds to your governors, assuming that they are going to build the same roads that you build. Two, the Chairman of the Budget and Appropriations Committee has spoken to the issue of the NG-CDF. You know the challenges we have had with the NG-CDF and the opportunities.
